  1. Territorially extremely limited or land starved, for historical reasons, Hong Kong had to resort to building high rises to make the best possible use of its scarce real estate. Another solution would be trying to gain ground by filling up shallow coastal areas but then solid foundations, especially in the eventuality of earthquakes,would be another problem.
